Too Big To Ignore: Prospect VREVirtual Research Environment.

- The Too Big Too Ignore initiative (TBTI) manages information on local fishery communities and the fisheries they are involved in. It needs templates to capture information, interactive reports to display "TBTI Fact-sheets", a map interface to describe, search and visualize information, and collaborative features to ensure a quality work-flow. Similar to FCPPS and VME-VREVirtual Research Environment., it needs by Q2 2014 a set of on-line surveys on expertise, local knowledge, fishing activities and areas, and the management of the fisheries.

- The target community has been clearly identified; practioners engaged with the development of sustainable local fisheries.

Data entry staff and data managers directly involved with the TBTI initiative; The TBTI CoPCommunity of Practice., consisting of local / global experts that share information through TBTI-VREVirtual Research Environment.. This information can be confidential or subject to a work-flow. The consumers of TBTI-VREVirtual Research Environment. information that use a query- or map-interface to extract fact-sheets or topical information.
- Potential for co-funding; HIGH, The TBTI initiative would contribute to development
- Structural allocation of resources; NONE, as this opportunity arose in 2013, in the context of FAO activities.

- How does the proposed action generally support sustainability aspects; By identifying and mobilizing a CoPCommunity of Practice., the use of the D4S infrastructure is promoted. By gaining access to a cost-effective infrastructure and tools, TBTI can achieved sustainable management goals. Finally FAO is in a position to offer a data collection and sharing platform thus facilitating a partnership with a Research project which promotes its own goals.
- How consistent is it with regulations/strategies; The proposed VREVirtual Research Environment. fits the data strategy of the TBTI initiative, and of FAO.
- Re-usability: TBTI re-uses FCPPS, ICIS, GeoExplorer, and VME-VREVirtual Research Environment. components. The benefits of this are much reduced development costs, and shared maintenance costs. The compatibility with existing TBTI tools is not an issue, as these are in an early stage of development.

- The proposed measures are likely to be effective if they manage to organize the information from the different surveys in a global overview, and manages to update the global overview with new survey information when this becomes available. The VREVirtual Research Environment. will be most effective if it is used in planning and decision making processes. This requires a well designed map interface and the ability to add information from other domains, such as biodiversity and ocean-physical datasets.

The UI Design is expected to be provided through D4S components such as:

Assistance and on-line help are expected to be made available through D4S components
* On-line help through context sensitive help (screen elements through tooltips), page related help information, and links to relevant wiki-page sections.
* Assistance is available through the TBTI-VREVirtual Research Environment. manager, who can rely on infrastructure support.
The training material
The support is expected to be organized in 3 tiers:
Tier 1 is a TBTI VREVirtual Research Environment. manager trained in the full life-cycle management of a VREVirtual Research Environment.. Duties include user-management, user support, confidentiality and policy compliance, and data integrity. Tier 2 is a D4ScienceAn e-Infrastructure operated by the D4Science.org initiative. VOVirtual Organization; manager trained in technical support to VREVirtual Research Environment. managers and users. This tier can only be activated by the VREVirtual Research Environment. manager, or project management. Tier 3 is the infrastructure manager that is responsible for infrastructure deployment and maintenanc. This tier is activated by tier 2, or project management.
