: Describe the expected service in maximum 3 sentences) The Too Big Too Ignore initiative (ISFPA) manages information on local fisheries. It needs templates to capture information, interactive reports to display "ISFPA", a map interface to describe, search and visualize information, and collaborative features to ensure a quality work-flow. Similar to FCPPS and VME-VRE, it needs by Q2 2014 a set of on-line surveys on expertise, local knowledge, fishing activities and areas, and the management of the fisheries.

: The proposed measures are likely to be effective if they manage to organize the information from the different surveys in a global overview, and manages to update the global overview with new survey information when this becomes available. The VRE will be most effective if it is used in planning and decision making processes. This requires a well designed map interface and the ability to add information from other domains, such as biodiversity and ocean-physical datasets.

(Describe the expected service in maximum 3 sentences) The Sea Fisheries Protection Authority (ISFPA), which is the agency in Ireland with responsibility for Fisheries Control in Irish jurisdictional waters, .
In the last 2 years the electronic logbook project to all Irish vessels has been rolled out. Now that the project is up and running for all vessels the attention and focus is beginning to change towards data analysis.
The question for the internal data management team is how to make more use of the massive volumes of real-time data that is now streaming in from all vessels to ISFPA servers.

Priority to CoPCommunity of Practice.
List proposed solution priority following the iMarine Board priority setting criteria:
  • The target community has been clearly identified; the internal ISPFA data management team for local fisheries.
  • The users .
  • Potential for co-funding; HIGH,
  • Structural allocation of resources; NONE, as this opportunity arose in 2013.
  • Referred in DoW; NO, but related to VTI and ICIS components.
  • Business Cases; BC1
  • How does the proposed action generally support sustainability aspects; By identifying and mobilizing a CoPCommunity of Practice., the use of the D4S infrastructure is promoted. By gaining access to a cost-effective infrastructure and tools, TBTI can achieved sustainable management goals.
  • How consistent is it with regulations/strategies; The proposed VREVirtual Research Environment. fits the data strategy of the TBTI initiative.
  • Re-usability: TBTI re-uses FCPPS, ICIS, GeoExplorer, and VME-VREVirtual Research Environment. components. The benefits of this are much reduced development costs, and shared maintenance costs. The compatibility with existing TBTI tools is not an issue, as these are in an early stage of development.

Presentation
How must the component be delivered to users?

The UI Design is expected to be provided through D4S components such as:

* VTI
* Time-series management
* Code list management
* GeoExplorer
* iSearch

Assistance and on-line help are expected to be made available through D4S components

* On-line help through context sensitive help (screen elements through tooltips), page related help information, and links to relevant wiki-page sections.
* Assistance is available through the ISPFA_VREVirtual Research Environment. manager, who can rely on infrastructure support.
The training material
The support is expected to be organized in 3 tiers:
Tier 1 is a TBTI VREVirtual Research Environment. manager trained in the full life-cycle management of a VREVirtual Research Environment.. Duties include user-management, user support, confidentiality and policy compliance, and data integrity.
Tier 2 is a D4ScienceAn e-Infrastructure operated by the D4Science.org initiative. VOVirtual Organization; manager trained in technical support to VREVirtual Research Environment. managers and users. This tier can only be activated by the VREVirtual Research Environment. manager, or project management.
Tier 3 is the infrastructure manager that is responsible for infrastructure deployment and maintenanc. This tier is activated by tier 2, or project management.
